Windstream Extends 100G Network from Ashburn, VA to NJFX

Leading data center and colocation solutions provider New Jersey Fiber Exchange (NJFX) and large bandwidth transport provider Windstream (NASDAQ: WIN) have successfully expanded Windstream’s 100G long-haul express network.

Together, the two companies have established a direct network connection between Ashburn, Virginia, and NJFX’s carrier-neutral data center in Wall Township, New Jersey. It’s also the first direct network connection between NJFX’s Meet-Me Room (MMR), located at Tata Communications’ New Jersey-based Cable Landing Station (CLS), and Ashburn. The 230-plus-mile long-haul network now runs from Windstream’s Point of Presence (PoP) at 21715 Filigree Court in Ashburn to NJFX’s carrier-neutral data center in Wall Township.Windstream Communications

This is significant, as the network offers a critical bypass of the congested New York and Northern New Jersey markets, as well as several others, while also maintaining low latency and a high level of security. What’s more, Windstream is the only carrier with four separate paths to and from the Ashburn region. This access is highly significant, as 70 percent of the world’s Internet traffic runs through Northern Virginia, Windstream’s primary location.

Customers of NJFX will benefit from this premium network, as well as gain access to Windstream’s enterprise-class cloud communications, voice and data solutions. The Federal Communications Commission (FCC) didn’t go nearly far enough in its net neutrality decision, according to Gil Santaliz, Founder and Managing Member of the New Jersey Fiber Exchange (NJFX), who spoke at Capacity North America 2015, which took place September 29 through October 1 in Toronto, ON, Canada. After receiving a record 3.7 million public comments, the FCC, in what many telecom industry observers view as landmark decision, voted last February to regulate broadband Internet service as a public utility. The new rules, pillars of the net neutrality concept, ensure that no content is blocked and that the Web will not be divided into pay-to-play fast lanes for Internet and media companies that can afford it and slow lanes for everyone else.

Net neutrality without network neutrality is meaningless, however, Santaliz emphasized during his presentation titled “Net Neutrality: A Question of Business or Principle?” “The focus on fast lanes and slow lanes fails to tell the whole story,” he explained.

“If someone sells dark fiber and also competes against you, they are not net neutral,” said Santaliz. “The whole name of the game should be to not create monopolies, rather than to create rules. But under current FCC rules, net neutrality ends prematurely to the benefit of the big players.”

To illustrate his point, Santaliz showed a slide that depicted an automobile pileup looming on the existing Internet super highway, likening cars, crushed bumper-to-bumper, to data packets. He then called on the FCC to provide leadership in terms of right of way. “Let the market manage itself by allowing others to access end-users. But the solution is not the creation of the equivalent of private aviation for the privileged few to avoid traffic congestion. It’s not about policing the highway, but supporting the growth of additional highways more players and more competition.”

The FCC should concern itself with maintaining a balance of power, Santaliz believes, because the stakes are enormous. Without true net neutrality, elites could charge high prices for a limited selection of products, and safety, security, and freedom would be in peril. The FCC must act to ensure new market entrants have the ability to innovate, Santaliz said.

Santaliz possesses a wealth of experience, past and present, from which to draw upon concerning net neutrality issues. The newly-launched NJFX — the first Tier III carrier-neutral colocation facility that intersects where sub-sea cables from the United States, South America, Europe and the Caribbean meet — provides a new edge that allows carriers and enterprise companies to have more control of their networks, rather than rely on traditional backhaul solutions. With the advent of NJFX’s facility, companies now have the freedom to choose how they interconnect U.S. domestic networks with international Sub-Sea systems.

Previous to NJFX, Santaliz was the CEO, Founder and Managing Member of 4Connections LLC, a metro fiber network provider, which he launched in 2001. New Jersey Fiber Exchange (NJFX) recently opened a carrier-neutral “Meet-Me Room” in Wall that will give customers direct access to Tata Communications’ subsea cable network.

The company also broke ground on its 64,800-square-foot, Tier 3 carrier-neutral data center, which is adjacent to the Jersey Central Power & Light (JCP&L) substation.

Gil Santaliz, founder and managing member NJFXBoth of these developments should have a positive effect on Monmouth County residents, said Gil Santaliz, founder and managing member of NJFX. Santaliz is also the founder and former CEO and managing member of 4Connections, a metro dark fiber network provider that he started in 2001 and sold to Cablevision in 2008.

One reason why the new data center and Meet-Me Room could revitalize the Jersey Shore is that JCP&L is providing the electricity for both.

“We have made a commitment to make sure that JCP&L continues to invest in this infrastructure,” said Santaliz. “By working with JCP&L, we are helping Monmouth County have the most reliable infrastructure available. We are tied to that infrastructure.”

In addition, “our new facility and the Meet-Me Room are going to encourage many carriers to invest in additional infrastructure and bring more fiber down towards the Monmouth County area,” he said.

“As you get more fiber, you get more price competition, and the incentive for innovation increases. The lower fiber prices will help our local schools and hospitals as well. The price point for Internet will probably be 10 percent of what you would pay a local Internet provider because there will be wholesale rates at this building.”

Traditionally, all data traveling overseas from New Jersey had to go to a point in lower Manhattan first, where interconnections with overseas cables existed. This is somewhat ironic, given that the transatlantic cables terminate in New Jersey and on Long Island.

Santaliz told NJTechWeekly that the tradition of overseas interconnections happening in New York is a legacy from the days when AT&T was a monopoly.

However, “in our industry proximity means security,” he said. “The fewer hops I have to make between where the international cables actually land and where I pick them up is of value.” It makes sense that companies operating out of New Jersey data centers (as well as other data center hubs in Chicago and Ashburn, Va.) would choose to go directly to the cable landing and then go back out internationally from there, Santaliz said.

Santaliz told NJTechWeekly that in recent years New Jersey has become home to a disproportionate number of data centers, and is probably second only to Ashburn in terms of total data center floor space available. Most of New Jersey’s data centers are in the Piscataway, Carteret and Mahwah areas because of the industrial-strength PSE&G service there.

As the exclusive, carrier-neutral MMR operator at the Tata Communications CLS, NJFX is responsible for managing the physical interconnections between customers of the NJFX data center and customers of the Tata Communications CLS, as well as providing MMR customers with reliable, diverse physical points of entry into the CLS via NJFX-assigned manholes, conduits and ducts. All current Tata Communications customers have access the (NJFX); carrier-neutral MMR at the CLS. Tata Communications will receive its own fiber to the MMR. These interconnection cables were delivered to the Tata Communications customer cabinets and cages for their use.

NJFX is building the first Tier III carrier-neutral colocation facility that intersects where subsea cables from the U.S. and Europe meet at the eastern most edge of the United States. The first express submarine cable between the U.S. and Sao Paulo is expected be ready in 2016 and land at this facility. Anticipated to go live in 2016, the network interconnection point provides service providers, enterprises, carrier-neutral operators and cable companies with direct interconnection options at the cable-head without recurring costs on cross-connects. The new edge allows service providers and enterprise companies to have more control of their networks rather than rely on traditional backhaul solutions. Service providers and enterprises using the NJFX location will also have access to Tata Communications’ global connectivity, built on one of the world’s largest and most advanced global subsea fiber networks. Over 24% of the world’s Internet traffic uses Tata Communications’ network.

NJFX Offers Fiber Hookup to Subsea Cables

The New Jersey Fiber Exchange, announced in January as a carrier-neutral data facility built at a global cable landing site, is launching its meet-me room facility within Tata Communications’s New Jersey cable landing site this week to let carriers connect to multiple subsea cables. The direct connection in New Jersey helps avoid the need for backhauling traffic to carrier hotels in New York City, which makes for more efficient traffic movement.

New Jersey Fiber Exchange (NJFX) is building a 64,000 square foot data center next to Tata Communications Ltd. ‘s global landing site, as it announced earlier this year as part of the NJFX-Tata partnership. The move is part of the growing trend of uniting data centers and colocation/interconnection facilities, driven by the rise in Internet-based video traffic and cloud services. It’s a major shift that’s part of the New IP and is affecting metro networks, in particular.

What makes this location unique, however, is the presence of the global subsea cables, carrying traffic from two continents — Europe and South America — that in the past would be backhauled into New York City to be connected to carriers. Now, the nine network operators who already have facilities at the New Jersey site can be directly cross-connected via the NJFX to international traffic, which can then be routed to any one of the many other interconnection sites, such as Chicago, Ashburn, Va., or New Jersey, says Gil Santaliz, founder and managing member of NJFX.

“We provide the carrier-neutral environment to be able to connect with each other,” along with the power and footprint typical of a data center, he explains. The cable landing station, which is literally where subsea cables touch dry ground, doesn’t have the kind of power facilities required for a data center and can’t provide the carrier-neutral interconnection to multiple carriers.

Direct connections to the subsea cable increases efficiency by eliminating the unnecessary movement of traffic to NYC, ahead of its original destination, Santaliz says.

NJFX expects to connect up to 200 carriers at its new facility, as well as provide data center space for caching data or content.

In this first phase, NJFX is allowing regional and national carriers to bring fiber in for interconnections with multiple subsea cables, Santaliz says. But going forward it will have a broader outreach to customers to do direct connections as well, and to connect with the broad range of subsea cables that come ashore on the New Jersey coast.
